We heard about the buy-in and bail-out for the purpose of injecting liquidity and confidence back into US and global financial markets. Now it's known as the American Recovery and Reinvestment Act.

But did America benefit? Has Joe the Homeowner experienced relief from the stimulus plan? If not, who did?
